Dynamic Change is a wholly owned subsidiary of Allocate Software Plc.
With offices in Keele University’s Innovation Centre, Dynamic Change delivers innovative software and services that help public sector organisations embed good governance; leading to reduced risk, better decision making, improved outcomes, better inspection results and better service delivery.
Founded in 2001 with a clear vision of helping organisations manage the delivery of their objectives and obligations Dynamic Change software provides boards and management teams with the assurances & information needed to plan, manage and report on objectives, financial and clinical risks, key performance indicators and regulatory obligations.
The software is called Performance Accelerator and is an on-line governance solution used by over 121 National Health Service (NHS) Trusts in England.
Performance Accelerator uniquely combines governance & assurance software with an ongoing service to automatically update regulatory & performance regimes.
Packed with dashboards and reports it provides boards and management teams with the assurance & information they need to plan, manage and report on objectives, risks, key performance indicators, action plans and regulatory obligations.
Performance Accelerator helps organisations both ensure, and evidence, that they are doing all they can to deliver a safe, effective, and quality service.
Performance Accelerator is continually updated to reflect changes in national regimes. It is the only software that updates all customer sites with the latest changes to national standards and regulations automatically, that's over 16000 updates a year.

2002
- Secured funding through Midlands Enterprise Fund
- Version 1 of Performance Accelerator launched
- Sign first customer; Transport for London. They agree to a two year contract to use Performance Accelerator to manage capital projects valued at £500 million with nearly 230 users updating progress and performance.
- Win Outstanding Achievement Award from mustard.uk.com
2003
- Employ first members of staff.
- Begin working with first NHS customer, a Primary Care Trust using Performance Accelerator for Star Ratings
- Secure next stage funding through Advantage Growth Fund

2004
- Begin working with first Mental Health customer, Cambridge & Peterborough Mental Health Trust.
- Only system to automatically update the Controls Assurance system (ROCA)
- With the release of new Risk functionality, Performance Accelerator is the only system to integrate Performance Indicators, action plans and objectives, financial and risk management.
- Launch of first flexible standards engine on Performance Accelerator means the software can handle any standard.
2005
- Launch of The Standards for Better Health solution on Performance Accelerator
- National road show demonstrating how Dynamic Change has updated Performance Accelerator meaning customers can automatically move from Controls Assurance to the new Annual Health Check.
- Launches the first electronic Board Assurance Framework
- First user group takes place at Institute of Directors, London.
2006
- Dynamic Change supports the transition of over 30 Primary Care Trusts as 303 Trusts become 148.
- Begin working with first Acute Trust, Milton Keynes NHS Foundation Trust.
- Mark Britnell selects Performance Accelerator for University Hospital Birmingham NHS Foundation Trust.
- First Ambulance Trust, East Midlands Ambulance Trust selects Performance Accelerator.
- First Local Authority selects Performance Accelerator and within six months the Chief Executive documents that “Performance Accelerator has streamlined our quarterly review process from two full days to just 2.5 hours.”
- Customers Oldham Primary Care Trust wins the Healthcare Financial Manager Association (HFMA) Governance Award
- Welsh Audit Office recognizes Performance Accelerator as best practice solution in its annual review.
- Concordat present to national user group
2007
- Dr Foster Intelligence selects Performance Accelerator as the replacement for its Management Information Centre (MIC) Software following an evaluation of the market. This means MIC customers will now have a compliance tool updated as changes are announced by The Healthcare Commission.
- Dynamic Change prove comprehensive doesn’t have to be complicated, implementing Performance Accelerator for ALE in just 3 days at Wolverhampton Primary Care Trust.
- Over 25% of Finance Directors use Performance Accelerator to manage the Auditors’ Local Evaluation (ALE)
- Dynamic Change customers selected to contribute to latest book on good governance by Prof. Michael Deighan
- Keith Hellawell appointed Chairman.
- The first Community Foundation Trust selects Performance Accelerator, now nearly all Community FT sites use the system.

- 24 Community Health Provider Arms of PCTs select Performance Accelerator
- The Care Quality Commission present at the Performance Accelerator user group on the same day that the final version of the Essential Standards are announced.
